Who is eligible?
We plan to recruit 8 local partnerships, made up of local government units (a municipal or county office) together with other institutions and organisations that want to jointly develop and implement effective, systemic local solutions for the integration of people with migration or refugee experience (from countries outside the European Union). A local government unit is a required member of the partnership. Other partners may include libraries, cultural centres or other municipal or district institutions, non-governmental organisations or informal groups operating locally. The partnership’s scope of activity should cover the area of a single municipality or county within Poland’s borders.
What do we expect?
- the formation, by entities interested in taking part in the “Spójnia” project, of a local partnership for the integration of people with migration experience (from countries outside the EU), with the required participation of a local government unit (municipality or county)
- a commitment by the partnership parties to cooperate on developing a local diagnosis and an integration strategy/plan, and subsequently on implementing activities in the key strategic areas selected and agreed with the project implementers
- ensuring the participation of designated representatives of the partnership in online and in-person educational activities (training sessions, workshops, tutoring sessions, study visits and local hackathons) planned jointly with the project implementers (the Information Society Development Foundation and the Polish Migration Forum)
- implementing the selected activities planned in the integration strategy/plan by 31 January 2028.
What do we offer?
Every partnership selected to take part in the project will receive individual support from a dedicated team of experts provided by the project implementers, including:
- expert support (including training, workshops to prepare for assessing community needs, analysis of the documents produced and consultations) for every partnership, at all stages of work on the local integration strategy/plan
- materials for working on the strategy (including a guide for local partnerships describing the working methodology, with guidelines and document templates); strategic workshops (in the form of a webinar and in-person meetings for representatives of each partnership)
- warsztaty strategiczne (w formie webinarium oraz spotkań stacjonarnych dla osób reprezentujących każde partnerstwo);
- the 'Working in a multicultural environment' training course (in the form of a webinar and a 2-day in-person workshop)
- local hackathons (in the form of open public consultations on elements of the strategy developed, with the participation of residents)
- study visits to localities with positive experience in implementing integration strategies, including establishing cooperation with the communities visited (twinning)
- individual support (taking into account the specific character, situation, capacities and needs of the local environment in which the partnership operates).

Why is it worth it?
- You will gain knowledge, new experience, hard local data and a sense of impact. The diagnosis you carry out as part of the project will give you a reliable picture of the situation in your community, help you understand the needs of different social groups, and show you what resources you have and what you can do together, and how.
- You will build a network of valuable relationships that will pay off for years to come – taking part in the project is an opportunity for institutions, organisations and residents from different backgrounds to work together, bringing together parties that might otherwise never have met.
- You will engage the community in joint activities, which will help reduce local tensions around the topic of integration – teamwork on the strategy using data and findings from the diagnosis, together with joint planning of implementation activities, will let you replace prejudice with openness, fear with facts, and reluctance with goodwill towards diversity and its potential.
- You will set real change in motion in your community – the outcome of your participation in the project will not be a document that ends up 'in a drawer', but a concrete action plan together with the tools to carry it out and support during implementation.

- The application must include a scan of the letter of intent signed by the partnership (template available for download above). The scan can be included in the form as a link to a file shared in the cloud, or sent by email to: spojnia@frsi.org.pl.
- Partnerships shortlisted for stage 2 of recruitment will be invited to an online meeting. The decision on selection for the project will be communicated by email no later than 4 September 2026.

- by 4 September 2026 online meetings with representatives of selected partnerships and announcement of recruitment results.
Umowa uczestnictwa
During the recruitment process, we will select 8 partnerships with whom we will sign agreements for participation in the project. The signatories of the agreement will be all the entities forming the partnership, together with the project implementers (the Information Society Development Foundation and the Polish Migration Forum). The agreement template will be adapted to the needs of the specific municipality or district and agreed with all parties to the agreement. Once work on the local integration strategy/plan is complete, we will sign an annex to the agreement with each partnership, setting out the detailed terms for carrying out the implementation activities.
